In recent years, the Forest Department of the North-West Frontier Province
of Pakistan – with the support from various bilateral
and multilateral donor agencies – has been active in reforming its structures
and procedures towards inclusive forest governance. Research on the actual degree of implementation of the reforms at policy
as well as grassroots level indicates a considerable gap between discourse and
practice.
